EPA â⬠Policy-making in the Federal System Essay
The federal government enacted the Clean Air Act, so as to protect the citizens of the United States. At the same time Congress created the Environmental Protection Agency with its primary role of regulating and the enforcement of environmental policies at the state and tribal levels. A brief history on air pollution, in October 1928 in the industrial town of Donora Pennsylvania a thick cloud formed. This thick cloud lingered for five days, causing sickness in 6,000 and killing 20 of the townââ¬â¢s people. And in 1952, over 3,000 people died in London to what is known as the ââ¬Å"Killer Fogâ⬠. These events alerted the federal government to the dangers that can come from air pollution and the public health issues that can arise from pollutants in the air. The original Clean Air Act of 1963 was passed, establishing funding for the study and cleaning of air pollution. The United States Environmental Protection Agency (EPA) was established and began operating on December 2, 1970. The EPAââ¬â¢s primary responsibility is enforcing and regulating the laws, these regulations and laws are for protecting the environment and public health. The EPA is a regulatory agency that Congress has authorizes to write regulation that explains the critical details that are necessary to implement environmental laws. (epa.gov/laws-regulation) The Clean Air Act ââ¬â 42 U.S.C. à §7401 et seq. (1970), regulated air emissions from stationary and mobile sources. With the approval of this Act the EPA was able to establish the National Ambient Air Quality Standards (NAAQS) which regulates emissions of hazardous air pollutants that can harm public health. The Energy Policy Act ââ¬â 42 USC à §13201 et seq. (2005) addressing energyà production in the United States, such as Energy efficiency; Renewable energy; Oil and gas; Coal; Nuclear matters; Vehicles and motor fuels. This Act provides loan guarantees for entities that develop or use inventive was that avoid producing greenhouse gases. Another provision of the Act increases the amount of biofuel that must be mixed with gasoline sold in the United States. (epa.gov/laws-regulation) Americaââ¬â¢s federal environmental laws set national standards, and on the condition that a state can shoulder the crucial task by enforcing these standards, they do by adopting laws that are as severe as the federal laws. Many states have assumed these responsibilities of enforcing the national standards by giving responsibility of specific programs throughout agencies within the state. The federal government is the overseer that enforces all cases and supervises the statesââ¬â¢ activities while also monitoring state and the tribal operations of the Environmental Protection Agency programs. The Environmental Protection Agency supports the states and tribes to achieve effective enforcement and environmental compliance, and maintains support approved state programs through grant funds, and involvement. The Environmental Protection Agencies and state agencies make active efforts to educate the regulated community. A numerous compliance assistance tools have been put in place to help business, industry and state governments to conform to the environmental requirements. Web sites have been developed; hotlines, workshops, compliance training, fact sheets, and additional compliance guidelines are given to the regulated community. The Clean School Bus Program unites businesses, education, transportation, and public health organizations to encourage actions to stop the unnecessary idling of public schools busses. Modifying old schools busses with better emissions control technologies and proving cleaner fuels. The EPA is publishing a proposed rule designed to reduce air pollution, in 2017 the Tier 3 design would set new standards for vehicle emissions criteria and lessen the sulfur found in gasoline. This new rule would reduce tailpipe and evaporative emissions. The lower sulfur gasoline will improveà fuel economy by reducing gas consumption as well as reducing greenhouse gas (GHG) emissions. The Environmental Protection Agency seeks to provide a healthy environment. By partnership-building with states and communities the reduction of environmental pollutants becomes a joint venture. Class Project on San Diego Police Department
Police Departments of different cities are undergoing a transition. Police department and their operations, hierarchy design, and strategies are becoming increasingly similar to that of other commercial organizations. Police Departments today operate with a sense of direction, a mission that is broken down into objectives and achievable goals that must be met in order to rank the mission of the department as a success. Therefore, it will not be incorrect to compare police departments to business organizations functioning within the society About San Diego Police Department The police department of San Diego is one of the most efficient police departments from across the country. The department is also amongst the pioneers in implementing strategies that have won the country the edge in the fight against crime. These strategies include implementation of an Information Technology infrastructure and programs such as ââ¬ËCommunity Oriented Policingââ¬â¢. The San Diego Police Department has a strength of over two-thousand-six-hundred personnel. This strength consists of officers that are sworn, as well as other that are civilians. These personnel function conjointly towards accomplishing the mission of the police department. These personnel are further divided into eight divisions: Field Operations, Special Operations, Neighborhood Policing, Training and Development, Office of Administration, Personnel Services, Professional Responsibility, and Support Services. All these departments function under the assistant chief, except for the Personnel Services which functions under a civilian personnel director. (Decker, Cordner, Ward, 1999) The department has been a leader in trying new strategies for implementing effective criminal justice routines. The department works closely with the community and encourages the society to participate and coordinate with the fight to make the city free of crime. The ââ¬ËCommunity Oriented Policingââ¬â¢ and ââ¬ËProblem Oriented Policingââ¬â¢ are two such programs that bring the community and the department together in the fight against crime. Further, the department has also implemented Information Technology as a strategy for efficient crime reporting and monitoring The aforementioned strategies have yield promising results for the San Diego Police Department. The crime rate has considerably declined in the city and is continues to drop. The crime statistics of the year 1997 show that fewer homicides, murders, violent crimes, property crimes and burglaries have taken place that year as compared to 1978 (Decker, Cordner, Ward, 1999). However, this existing crime rates are still quite high for the United States. The San Diego Police Department has therefore the responsibility to sustain the comparative low crime rates and try to reduce these statistics even further. This cannot be achieved without efficient strategy planning of departmentââ¬â¢s resources. Following is a study and analysis of the San Diego Police Department. The various aspects of the operations of the department are studied, analyzed, and based on these a strategy plan is devised for sustainability in operation of the department. San Diego Police Departmentââ¬â¢s Mission The department envisions cohesion of efforts of various entities in the society, aimed at improving the lives of the inhabitants of San Diego. The collaborative work is one of the most stresses attributes of the police departmentââ¬â¢s mission. This collaboration includes entities such as ââ¬Å"communities, government agencies, private groups and individualsâ⬠(The City of San Diego Web Site, 2002) that share the same vision as the San Diego Police Department, i. e. fighting crime and improving the quality of life in San Diego. The attributes of the mission statement are the values that the San Diego Police Department tends to use to accomplish its mission. These values are representative of the spirit, and are the basis of the policies of the police departmentââ¬â¢s mission. San Diegoââ¬â¢s Web Site (2002) lists some of the core values of their police department, rating protection of human beings as one of the highest priority values. This is significant for any police department as the primary reason for establishment of peace, law and order systems is protection of human life. The value deserves to be at top priority as a lack of value suggests taking for granted the objective of the departmentââ¬â¢s motif for existence. The implementation of ethical policing follows in the list of values. The reason for giving ethics a high importance is crucial for the acceptance of the police department by the people it is established for. There are many issues surrounding execution of duties of the police force and officers, ethics being one of them. It is not fiction but a fact that a police subculture has established itself within the officers which sometimes provides for officers to carry out unethical practices or misuse of authority. The public shows its concern for such unethical practices implemented by law enforcers themselves. Therefore, the implementation of ethics in particular and mention of it that high in the mission statement of the police department is strategically intended to ward off bad attention. Units in the San Diego Police Department The police department has been organized into several different units based on nature of function or crime. This helps organization of resources as well as represents the image of a well-organized/equipped police department. The different units operating in SDPD are: Air Support Unit, Armory ââ¬â SWAT, Background Investigations, Canine Unit, Child Abuse, Communications, Crime Analysis, Criminal Intelligence, Crisis Intervention, Data Systems, Domestic Violence Unit, Elder Abuse, Equal Employment Opportunities (EEO), Field Training Officer Administration (FTO), Financial Crimes, Gang Detail, Harbor Patrol, Homicide, Internal Affairs, Juvenile Administration, Laboratory, Legal Advisors, Metro Arson Strike Team (MAST), Media Relations, Mounted Enforcement Unit, Narcotics, Neighborhood Policing, Permits & Licensing (Vice Administration), Personnel, Psychological Services, Records, Recruitment, Robbery, School Task Force, Sex Crimes, Special Investigations, SWAT/SRT (Special Response Team) and Vice Operations. The City of San Diego Web Site, 2003) Critical Success Factors of San Diegoââ¬â¢s Department of Police The success of the Police Department in accomplishing and maintaining the mission objective in the community can be contributes to various factors. Some of these factors can be outline to be critical for the success of department, without which the SDPD could not have realized their mission objectives. These factors are summed up and briefly outlined here as the critical success factors for SDPD. Well-defined Strategy The reason why San Diego Police Department has been recognized as one of the leading police departments in controlling crime is that the department has well-defined strategic objectives. The objectives are responsible for focusing the resources of the organization in an organized manner, towards attaining the mission objectives of the department. Setting up a well-defined strategy for a criminal justice unit is rather a new concept in criminal justice administration as usually these departments just focus resources in an unpremeditated manner towards the customary objective of reducing crime. However, the strategy of the SDPD is different. The police department has laid down a definition of more than one goal and further strategically channelled their resources towards realizing these goals. An instance of such a strategy is the departmentââ¬â¢s awareness about different approaches towards criminal justice, such as the ââ¬Ëproblem-oriented policingââ¬â¢ strategy or integrating the community in the fight against crime in the neighborhood. Training of Human Resourceà The shift away from the conventional means of operations brings forth the need to train the human resource of any organization to accustom it to the new strategy. Not only would a new strategy introduce new processes for conducting conventional operations, but it may also introduce new tools (such as Information Technology tools, including software and hardware) that are intended to enhance the efficiency of the human resource. San Diego Police Department faced the same circumstances where the introduction of a strategy enticed the need for human resource training. Eventually, the proper and trained use of strategies and tools led to efficient operations and increased productivity of the police department which was unprecedented. Besides the consideration of training with a changing information technology infrastructure, officers at the police department have to undergo extensive training from the police academy before they can start performing their duties in SDPD. A focus of ethical grooming is also maintained during this course of training. This helps realize and implement the value of the San Diego police department to use ethical policing when serving the community. The officers undergo comprehensive training in the police academy which prepares them not only to ââ¬Ëserve and protectââ¬â¢ but to efficiently implement policing according to the strategy that is implemented at SDPD. Use of Information Technology The introduction of Information technology tools is one important development for crediting the success of the mission at SDPD. Conventional policing shows less use of high tech tool for attaining criminal justice objectives, but with the advancement in technology the role information technology tools play has become a crucial success factor of policing. San Diego Police Department has been one police departments that accredits it success to the use of Information technology tools, including software, hardware and processes. The department has segregated the use of Information technology in various units and systems. The New Technology Unit (NTU) is one such unit which is headed by a sergeant and staffed by patrol officers. Each individual involved in the integration of technology in policing is thoroughly trained, committed and knowledgeable about the use of this technology. The information technology infrastructure is used for a range of operations. This includes activities from installation of software of laptop machines to the use of Automated Field Reporting (AFR) devices. (The City of San Diego Web Site, 2003; Decker, Cordner, Ward, 1999) Information Technology helps improve the efficiency of operations of the San Diego Police Department in various ways. For instance, the patrol officers can electronically transfer information from their remote locations to the central information system regarding criminal activity or general reports. Financial Situation Finances are the backbone of the any organization as refining the state of the community comes at a cost which must be met. Finances help any organization buy and employ resources towards a definite objective. Similarly San Diego Police Department has the primary objective of making the city a secure place by protecting them and further improving their quality of life. In order to realize these (and many other) objectives for the mission of the police department, the department needs finances. Once finances have been obtained, which is further required is the proper and efficient management of these finances in order to get the maximum out a limited finances. Budgeting is used by SDPD to plan its finances most effectively. The major part of the budget is used to cover personnel expenses. This shows the worth and its expected reliance on the human resource for the success of the mission of the department. Like any other organization, monetary benefits are used to keep the human resource motivated. When the major portion of the budgeted amount is spent on salaries, the remaining amount is still a hefty lot for the police department to plan investment in information technology and other nfrastructure ââ¬â efforts aimed at improving the efficiency of SDPD. (The City of San Diego Web Site, 2003; Decker, Cordner, Ward, 1999) The primary sources for the finances made available to the San Diego Police Department are five, namely: Property Tax, Sales Tax, Transient Occupancy Tax (TOT), Motor Vehicle License Fee (MVLF) and Franchise Fee. As the financial resource of SDPD depends on the Cityââ¬â¢s General Fund, they are generally sensitive to political and economic stimuli coming from either local, state or national levels. Organizational Design Strategy The organizational hierarchy is clearly listed at the San Diego Police Department Web Site (2003). The organizational hierarchy shows the structure of the police department and the chain of command can be conveniently analyzed. An analysis of the organizational chart reveals that the department is arranged in a way of a business organization with the Chief of Police as the CEO, and the managers take places lower in the hierarchy. So much so that the organizational chart is also labeled as ââ¬Å"San Diego Police Business Centerâ⬠. The organizational hierarchy is top down, however possesses horizontal attributes, which make communication between individuals working at the same level (horizontal communication) and also across departments. Vertical communication however is not favorable in the top-down hierarchy. Further analysis of the organizational chart of the San Diego Police Department reveals that the department intends to implement a central control over other departments / entities working lower in the hierarchy. This organizational design will be helpful in enforcing strict monitoring and accountability of entities lower in the hierarchy. Such an organizational design, therefore, is used to implement effective programs and reduce the relaxation/room for errors for entities as activities are reported to entities higher up in the hierarchy design. This is one strategy that is used to accomplish the mission of ethical policing at all levels within the department. It is safe to suggest that the organizational design of the San Diego Police Department compliments its ethical policing objective. Strategic Plan for San Diego Police Department The aforementioned analysis has laid the foundation to devise a strategic plan for the San Diego police department for the coming years. The analysis of the departmentââ¬â¢s mission, critical success factors, financial situation and organizational design strategy are the groundwork for a smart strategic plan for the department, which would otherwise not be feasible without these analyses. The following is a suggested strategic plan for the San Diego Police Department including justification for each strategy suggested. Strategic Design for SDPD The analysis of the organizational design reveals a hierarchy with strict and inflexible structure. This organizational design might be appropriate for implementation of ethical policing and complimenting strict measures of control within the department, however the organizational design conflicts with an important aspect within any organization, i. e. communication. The design strategy hinders communications within different departments at different levels of the hierarchy. The design strategy suggests to the community that officers and entities placed lower in the hierarchy will be the interface for dealing with the department, whereas entities higher in the hierarchy depict not much interaction with the public. It is important to mention here the expectancy of the public to have transparent execution of services as it is the publicââ¬â¢s money which is the source for funding the police department. Therefore, what the San Diego Police Department needs is an organizational design that fosters communication with all the entities involved in policing, however one that also implements a strict control for implementing ethical policing without hindrance. This can be implemented with a new, lean organizational design. Contingent Strategy for SDPD As analyzed earlier, the financial strategy of the San Diego Police Department is susceptible to economic and political fluctuations on the local, state or national level. This susceptibility poses a threat to the sustainability of operations of the police department by exhibiting dependence on these factors. The department needs to device a financial management strategy to provide when in difficult times such as those that may not cause disruption of work. This means that an alternative source for generation of funds must be established or sought out by the San Diego Police Department that can cater to the financial needs of the department when other currently implemented sources are not available. Conclusion The San Diego Police Department has implemented quite a few strategies to minimize crime in the city. Nevertheless SDPD must implement further strategic measures for sustainability of its mission of fighting crime.

The Marxist theory states that all societies have contradictions; this means there is exploitation by one social group, which leads to the creation of conflict of interests because of the main reason that this one social group owns all the factors of production which only benefits them at the expense of others who are mainly the workers (Parsons 1951: 25-28).à They therefore, propose that this trend should be stopped.à For example; the society is comprised of classes, and in its simplest form, there are two main classes of classification. The main determination of an individual to these classes is their relationship to the means of production, which are land, labor and factories (Merton 1968: 16-18). This means that this class that owns the factors of production and therefore, the most powerful. The least powerful class is therefore the one which sells its labors in order to make a living out of it. To be more specific, let us consider wages versus profit achieved by the Bourgeoisie; according to the theory, all societies operate through class of conflict as mentioned; and in a capitalist society there are oppositions between bourgeoisie and the proletariat. The real wealth is only created by the labor power of workers, but low wages are paid to the workers below the profits made the owners and this creates the major contradiction (Durkheim 1915: 29-31). Conclusion In the recent past, workers have become more differentiated and this has eliminated homogeneity in terms of class-consciousness and thus they have increased their awareness of differences between themselves and this has made the above class groups to be split and not united (John Simpson 1951: 21-23).à It is not important therefore for the society to be characterized by the competing interest groups who are in conflict; therefore we should have ties of the following; economic power and social and secondly political ties to the ownership of means of production (Simpson 1964: 24). UK Government Approaches to Oil and Gas Resources Discuss the efforts undertaken by the UK government to ensure that the development of offshore cross-border oil and gas resources in the UKCS are not delayed because of differences with neighbouring states such as Norway and the Netherlands. Introduction What is Unitisation? A primary objective of Governments and International Oil Companies (IOCs) is to maximise the economic recovery of Oil and Gas from a common hydrocarbon reservoir. Thus, unitisation is an approach which has been developed to ensure that these objectives are met.[1] Unitisation in essence can be described as, the process whereby the oil and gas reserves of a reservoir which do not sit within an area covered by a single license are treated as a single unit for the purposes of development and operation, with the resulting production from the field divided between the licensees in agreed proportions irrespective of from where within the unitised area the oil and gas has been produced.[2] As such, it essentially means that two licensees are not going to argue and instead agree between them how the reservoir is to be developed, under unitisation and a unit operating agreement (UUOA).[3] Thus, unitisation is a response to the common-law concept of rule of capture which originated in the US where the private ownership of Oil and Gas resources resulted in the exploitation of these resources in complete disregard of common oil field practices. This was done by locating such wells and drilling close to the boundary of block, which would draw enough Oil from the adjoining area. However, this encouraged the proprietors of the neighbouring areas to carry out similar behaviour to maximise their own recovery, also known as competitive drilling.[4] Accordingly, under the rule of capture, this was permitted as the owner of a tract of land acquires title to the oil and gas which he produces from wells drilled thereon, though it may be proved that part of such oil or gas migrated fr om adjoining lands.[5]To contest this, unitisation was subsequently adopted by IOCs in other jurisdictions, one of which was the UK. In the UK, where ownership is vested in the state, the crown has the sovereign right to exploit resources in the UKCS, and as such, s.4 of the Petroleum Act 1998 allows the UK government to make regulations prescribing Model Clauses unless otherwise as he thinks fit to modify to exclude them in any particular case to be incorporated in any such licence. To which, they also have the power to impose unitisation between licensees if it is in the interest for the purposes of ensuring maximum recovery of Oil and Gas and to avoid unnecessary competitive drilling.[6] The government will then issue a written notice to the licensees to prepare a development scheme for developments of the Oil Field as a unit by the licensees the notice must contain description of the area and a deadline for submission to the government.[7] However, in practice such a notice, has never had to be served, as the mere existence of these powers has ensured that the licensees concerned have taken the initiative in this regard. Cross-border Unitisation agreement JOA International Law in agreements Bilateral treaties UK-Norway UK and Netherlands 2005 Approach This approach can be seen as the best practice, as it is very pro-active and as such, there is not a lot of scope for confusion. It is one of the best examples of a framework treaty covering cross-border Oil and Gas development, as it contains specific provisions regarding unitisation. As such, it was used by UK and Norway in 2005[8] for two cross-border fields, these being Enoch and Blaine as an alternative way to harmonise regulations and simplify the administration with Oil and Gas cross-boundary projects. The treaty includes an obligation on each Government to unitise in accordance with the terms of the Framework Agreement, unless it has been agreed between them that should not, and as such, to require their licensees to enter into a Licensees Agreement to regulate the exploitation of a transboundary reservoir.[9] Its main aim is in securing economic benefit for both States and separate provisions are made for the possibility of such a development by infrastructure located on one side of the boundary e.g. the Boa field mostly in Norway and Playfair fields, mostly being entirely in UK. So far, the treaty only applies to cross-border boundary fields, but it has been hopeful to extend the procedures to all projects in UK-Norway, as they would have the potential to reduce costs significantly for the Oil and Gas industry.[10] Third Party resolution approach There are certain situations where States cannot reach such an agreement after negotiations have dragged for years. As such, they may through agreement refer the dispute for third party resolution to the International Court of Justice, arbitration panels or as a last resort, group experts due to the sovereign nature.[11] Resulting in this approach being used by Nigeria and Sao Tome and Principe to develop cross-border upstream co-operation or Joint Developing Zones through the unitisation of Ikanga and Zarifo fields. [12] The government of Sao Tome and Principe has claimed archipelagic status under Article 46 of the 1982 UNLOS based on a 200-mile exclusion zone limited by a median line in the North East and North West as being the meridian line between Sao Tome and Principe and Nigeria. The Government based their claim on the Exclusive Economic Zone Act and EEZ which overlapped with Sao Tome and Principes zone, therefore they agreed to resolve their differences by developing a JDZ around the overlap enabling exploration and licensing to proceed. Article 3 of the Treaty provides provisions for petroleum unitisation and considers it from three perspectives. Firstly, where a geological petroleum structure or petroleum field extends across the dividing line between the zone and the exclusive maritime area of one of the States parties; or, between any contract areas within the zone; and lastly, between the zone and an exclusive maritime area of a third State. Therefore, under the Nigeria Sao Tome Treaty, the principles that involve joint development are recommended to include joint control by the States parties of the exploration as well as, exploration of resources with the aim of achieving commercial unitisation. An examination of the sonnet from Petrarch to Browning. A sonnet is a poem, which traditionally contains the subject of love. The creator of the sonnet was a man named Francesco Petrarca who was usually referred to as Petrarch. Petrarch wrote many of his sonnets based upon himself, and his lover, Laura. The conventional format of a sonnet contains fourteen lines, and is segregated to illustrate two arguments. Every sonnet takes the conventional format of fourteen lines, although the way the arguments are split up, may be different. For example, Petrarch and Elizabeth Barrett Browning's sonnet both take the format of an octave and a sestet, whereas Shakespeare's sonnet takes the format of three quatrains and a rhyming couplet. The arguments usually comprise of love juxtaposed against its opposite. For example, love versus hate, and love versus death. I have chosen to compare three sonnets. I will compare the subject of their sonnet, the form of the sonnet, and the way that they depict their argument in their sonnet. For example, how they have set out the sonnet, and their use of language. I have chosen to compare, Petrarch's, "XLL," and Shakespeare's, "Sonnet 138," and Barrett Browning's, "XLIII." The three sonnets that I have selected all contain the subject of love, but do not compose of the same aspect of love. The subject of, "Sonnet XXL," is about a woman named Laura, with whom the author Francesco Petrarch fell deeply in love with, even though she did not return his affections. Shakespeare's, "Sonnet 138," is about the experience of being in love. He writes from a masculine perspective, describing his lover as, "Unchaste, unfaithful, and dishonest." Elizabeth Barrett Browning's, "Sonnet XLIII,"... ...ar the most exceptional sonnet out of the three that I have chosen. I think this because of his motivating subject, and the way he has used different techniques of language and imagery. I think that his sonnet depicts the subject of love very well. Petrarch's sonnet was the second best sonnet out of the three, again for its subject. I felt that it didn't compose of the same ingredients as Shakespeare's sonnet, and it didn't contain as many uses of language and imagery as Shakespeare's did. I found that Elizabeth Barrett Browning's sonnet was not as good as the other two because of the way she used very little language and imagery, and because of the way that her subject was constant throughout the sonnet. All three sonnets portrayed their subject well, and used many techniques such as imagery and rhyme, which helped the reader understand each sonnet more.

Macbethââ¬â¢s strive for power affects every aspect of his life, and this motivation eventually leads to his demise. Many different factors play a pivotal role in deciding his ill-fated future. With his wifeââ¬â¢s cajoling, and the three witchesââ¬â¢ foretelling of his future Macbeth, will stop at nothing to gain position as King of Scotland. The witches and their prophecies are the first major influence on Macbethââ¬â¢s actions. Macbeth, Thane of Glamis is content with his position, until the three witches tell him, "hail to thee, Thane of Cawdor, thou shalt be King hereafter." (I, iii.). After hearing this, Macbeth and Banquo, his loyal friend, find out that King Duncan has named Macbeth "Thane of Cawdor." They contemplate about how the rest of the prophecy will come true. The witches also advise them that Banquoââ¬â¢s son would be King one day. Macbeth writes a letter to Lady Macbeth explaining what has happened. Macbeth comes to the realization that for him to in fact become King, he will have to defeat recently named heir to the throne, Malcolm, the Kingââ¬â¢s son, and also prevent Banqouââ¬â¢s son from gaining access to the throne. Macbeth returns home and he and his wife must play host to the King. Lady Macbeth begins to contemplate what "impedes thee from the golden round" (I, v). She desperately wants her Macbeth to be King and she calls upon the "aids of sprits"(I, v) to help her in her quest for the throne. Lady Macbeth requests that the, "sprits that tend on mortal thoughts," to unsex her, and fill her with the "direst crueltyâ⬠¦" (I, v.). The supernatural world will aid her in the hardening of her heart and make it possible for her to carry out her malicious plan. Lady Macbeth wishes to throw out her morality for the sake of gaining a title. With the help of invisible sprits, she wants to make herself able to commit a heinous act of murder to make her dreams of the royal life come true, without having reservations or remorse. She approaches Macbeth with her intent to kill King Duncan. Macbeth, although wanting the prophecy to come true, and become king, lacks the enthusiasm as his wife does, to commit the murder. Lady Macbeth urges Macbeth to act on his desires or he will think of himself as a coward. King Duncan is invited to Macbethââ¬â¢s castle, and it is there that he will be killed.

One fundamental notion in the finance and economic fields with regards to decision making has always been based on the underlying assumption that individuals or decision making agents are rational and objective. However, in many cases, rationalistic explanations have failed to answer major financial occurrences in the past.A good and simple example is given by Fromlet (2001), In 2001 the Swedish currency ââ¬â the crown- was seriously undervalued in the foreign exchange market despite the fact that Swedish economy enjoyed a good economic growth record, had the lowest inflation rate among the 12 European Monetary union members, surplus government budget and a good, positive balance of payment position. Thus in this case all the rationalistic theories could not adequately explain the weakening of the crown given the fact that all economic indicators showed that it should be stronger.According to many theorists, even though realism cannot be attained, a good theoretical model should include mechanisms that help in relaxing as much assumptions as possible to attain a near realistic empirically based theory. The paper will look at the strength and weaknesses of behavioral finance in an attempt to show its applicability as a tool in the financial market.Definition and description of behavioral finance. Therefore, given various options many investors use the 1/n rule by spreading their funds equally or proportionately on the available options since it is easier than choosing the rational option based on the information hence introducing irrationality in the market in terms of decision making.A good example is if in a given financial market six different economic indicators are published, economists and investors have to assimilate and use the information as fast as they can to take advantag e of the market, some result to heuristic approach. This sometimes leads to suboptimal results and explains the difference between the ideal classical financial market of a rational investor and the real world. Another pattern that manifests itself and lead to irrationality in decision making in the financial market is overconfidence.Ritter (2003), notes that entrepreneurs tend to be overconfident and hence invest too much in stocks or options that they are familiar with. This can be termed as an irrational tendency to the extent that it leads overconfident entrepreneurs tend to limit their options by not diversify ing their portfolio hence irrational since they tie up their assets (for example real estates) to the company they are familiar with partly due to the fact that they would feel in control of local familiar stocks compared to high returns stocks that are outside their control, this is referred to as control illusions.A good example world over is the fact that most workers tend to invest too much in the company they work for and this has led to loss of entire savings to many of the companies in the event of insolvency (see Ritter, 2003 pg. 434 for examples). Furthermore, it was noted that generally, men are more overconfident than women and this behavior extends to investment decisions. It was found out in a research by Bernard and Odeon (2001 as quoted in Ritter 2003) that the more men on average perform worse than women and this is partly attributed to the fact that they are overconfident than women.

Spokane is the second largest city in Washington and according to my research 84% of these people are white. The next largest minority group, Hispanic, is only at 5% and the third largest group is mixed races which is just 3. 8%.As you can see Tacoma, Washington is not very diverse and finding the enough competent employees from minority groups may be difficult given the fact that there are not that many to begin with. According to the Census Bureau, Tacomaââ¬â¢s percentages of non-white employment in both the fields of retail salespersons and first line supervisors for retail are low in comparison with the available workforce. This tel ls me that it is not just Tanglewood that is failing to hire minorities; the whole city of Tacoma needs to do a better job of increasing their minority incumbency percentages.Incumbency is a term used to describe that a position is being held and is often used by the human resource department to determine where and how demographic shifts are needed. Although your minority incumbency percent is well above the required 80% for department managers finding more minorities for positions with higher volumes of vacancy is going to be a huge problem. Your store associate minority incumbency percent is only at 65. 8% and in order to meet the requirements you need to do a better job of recruiting minorities to fill these positions. The percent of minority incumbency for shift leaders is also too low.As far as female incumbency percentages are concerned, the department manager position needs to be improved more than anything. It is quite clear that Tanglewood needs to hire more females for man agerial positions and more minorities for entry level positions. According to my gap analysis, next year you are going to be extremely short of store associates and filling these positions according to the EEO will be a difficult task. Tell your managers that they need to get busy and prepare to hire 3,995 people for store associate level positions. You will also need to hire quite a few department managers; a total of 156.As far as shift leaders are concerned, only 90 people are needed for this position. There will be staff overloads for both assistant store managers and store managers. This means that perhaps some people will need to be let go and when doing so I recommend that you keep in mind the low incumbency percentage for females in the manager positions. Also remember that more minorities are needed for both store associates and shift leaders. In order to balance out your employment structure more, I have come up with a simple statement of action for hiring for Washington n ext year.The most important thing seems to be solving your problem of maintaining store associates. This year, 41% of your store associates left your company and in order to decrease this percentage you need to make sure that the employees are being taken care of properly. Some methods to retain more employees are by giving them more opportunities for advancement within the company, increasing their benefits package, proving higher wages, etc. Too many people at the entry level are giving up and this improving your ability to retain employees will prove to be beneficial to the company.Another major plan of action is to fill in more of the entry level positions with minorities. Your incumbency percentage for this category is really low and if you donââ¬â¢t fix this problem you are going to be facing a load of issues with the EEO. Unlike your problem with promoting women to management positions, your problem with providing low entry jobs for minorities is one that will require rest ructuring and time. Although there are not a lot of minorities in the area to fill these positions it is your companyââ¬â¢s duty to do a better job of recruiting minorities.This means that you will need to change your recruitment practices and perhaps extend beyond Tacoma to find talent. Realistically I donââ¬â¢t see Tanglewood meeting the demands for minority incumbency for the store associate position in a single year. Hiring internally gives the current employees more hope and will improve the problem you are facing with keeping your employees loyal to the company. Although focusing primarily on internal promotions decreases the chance of finding a stellar employee, it will solve a lot of the current problems your company is facing. I recommend that you promote current females and minorities internally.This will keep more low entry level employees motivated to stay and also improve your problems with incumbency percentages as well. Wood himself mentioned in a recent intervi ew with Business Monthly that, ââ¬Å"Tanglewood really needs to slow down and take a hard look at our corporate cultureâ⬠. He goes on by saying, ââ¬Å"Right now, we need to consolidate and make sure weââ¬â¢re as close to the companyââ¬â¢s original mission as we can beâ⬠. Taking this quote into consideration it is clear that the recent expansion increases have destroyed the relationship between the low level employees and Tanglewood.This does not merely apply to the Washington stores, but to rather the entire store as a whole. People are running in and out of this company and the only way to stop the large percentage of people quitting is by doing a better job of taking care of their needs. On a personal and professional level employees, especially at the low entry level, need to be Tanglewoodââ¬â¢s top priority. Self and Imagination in Romanticism
The Romantic era is denoted by an extensive questioning and expression of challenging notions building on the convictions of the Enlightenment. The Enlightenment challenged the Christian Orthodoxy which had dominated Europe for 1,000 years. Romanticism proposed an exploration of self, emphasising the primacy of the individual and a vision of humankind animated by the imagination, endorsing a reverence and personal connection to nature. The set texts Fancy and Ode to a Nightingale explore a world created by imagination, emphasising the importance of reflection and sustaining a relationship with nature.Northanger Abbey however, examines the interplay between reason and imagination. The related text Thanatopsis possesses tropes of Dark Romanticism, depicting humanityââ¬â¢s curiosity of the supernatural whilst Beethovenââ¬â¢s works analyse the expression of intense emotion and nature as a moral force. A propensity for self analysis and introspection is a feature of Romanticism. Thi s notion gained impetus as a response to the Neo-Classicist belief that humans were created as social beings, designed to conform to the status quo and abide by tradition.As well as a defiance against social duty and personal discipline, an emphasis on the individual came about as a result of anti-establishmentism. Closely connected to the Romanticsââ¬â¢ rejection of the artificial was a growing opposition to established institutions such as the monarchy and the Church. Paul Brians, an American Scholar stated ââ¬Å"The idea that the best path to faith is through individual choice, the idea that the government exists to serve individuals who have created itâ⬠¦ are products of the Romantic celebration of the individual at the expense of society and tradition. Social conventions and acceptable barometers of behaviour are questioned through the respondersââ¬â¢ identification with protagonists who are marginalised or ââ¬Ëdifferentââ¬â¢. This is seen through the character isation of Emily Bronteââ¬â¢s, Heathcliff and Mary Shelleyââ¬â¢s, Monster. Romantic ideologues, in contrast to Neo-Classicists, valued the solitary state and the unique qualities of an individualââ¬â¢s mind rather than the outer social world. Romanticism encouraged the creative exploration of the inner self and praised unconventionality.Such focus is shown through the continual use of first-person lyrical poems. This technique is prevalent in Keatsââ¬â¢ works, particularly in his poem Ode to a Nightingale. Keats questions ââ¬Å"Do I wake or sleep? â⬠ââ¬â his proclivity toward direct voice accentuates the importance of self reflection and moulds reader response. Keats describes the archetypal outsider ââ¬â an obsessive, egocentric man of extremes who is disenchanted with life. These periods of deep introspection highlight the importance placed on feelings and creative contemplation.For the Romantics, objective outlook is inundated by a new focus on the indi vidual and the subconscious. The Romantic emphasis on introspection and imaginative reflection is critiqued in Jane Austenââ¬â¢s Northanger Abbey through the characterisation of the protagonist, Catherine Morland. Catherine is described as an atypical Gothic heroine -ââ¬Å"No one who had ever seen Catherine Morland in her infancy, would have supposed her to be born an heroineâ⬠ââ¬â and through her reflections and fanciful Gothic delusions, the composer highlights how imaginings hinder personal growth and objective outlook.Through dramatic irony, Austen derides these fantasies and demonstrates how they conflict with everyday realities. The composer suggests that a love for Gothic literature, or the supernatural ââ¬â found in the contemporary texts of her time as a Romantic concept ââ¬â contributes to impaired judgment and unworldliness. Through the growth of the antagonists in her story, Austen describes social pretension and unlike the concerns of Gothic litera ture, tells of a natural evil rather than the bizarre, macabre story lines of Gothic texts.Austen criticises the notion of the supernatural, but reinforces the Romantic ideal that personal freedom is of more importance than complying with social mores as depicted in the expulsion of Catherine from the Abbey. The scene of General Tilneyââ¬â¢s dismissal of Catherine uncovers a dark, secretive side of human psychology, parallel to the villainous figures in Gothic novels, particularly Radcliffian works. Through plot development, Austen reveals that Gothic texts are an imaginative delineation of a mundane evil found within everyday society and hence, contribute to an understanding of the Romantic ideal of individualism.Romanticism fostered the idea that the ideal world that was conjured up by the imagination was more real than the material world and that the metaphysical or transcendental spiritual reality that was conjured by the senses and the imagination had more authenticity. Roma ntics believed that ââ¬ËFancyââ¬â¢ was crucial to the expansion of the human mind and spirit. Keats frequently references the imagination as a source of elation and exhilaration, his poem Fancy focusing on how the creative power of the mind can enhance the human experience and impart immortality. She will bring, in spite of frost,/Beauties that the earth hath lost;â⬠Keats implies that Fancy is a way of preserving feelings and periods, providing an escape from the bitterness of a Romantic ideologueââ¬â¢s reality. The philosopher Emmanuel Kant acknowledged imagination as the source of order and Friedrich Von Schelling argued that imagination had ââ¬Å"a divine quality that was triggered by the generating power of the universe. â⬠The divine was quintessential to Romantic ideology, Romantics striving for perfectibility which they felt was only achieved through nature.The height of imaginative experience is the concept of the sublime. Crucial to the full expression of imagination, the sublime was the cause of awe and terror. Natureââ¬â¢s rugged beauty and power was seen as both a source of jealousy and inspiration evident in William Cullen Bryantââ¬â¢s Thanatopsis. ââ¬Å"The planets, all the infinite host of heaven,/Are shining on the sad abodes of deathâ⬠describes nature as a transcendental force that surpasses the limitations of the superficial world. The importance of the sublime was stressed as a result of pantheism which saw nature as a powerful, untamed force to be worshipped.Pantheism came about as a response to deism and its rational view of the world as being ordered, possessing mechanistic patterns and laws. Deism supported the idea that social order was hierarchal and that human existence was divinely ordered and sanctioned. Romantics however, shared the belief that reality was organic and without any set order. Romanticism brought forward the idea that with Nature lay an ideal state, free from the artificial aspects an d constraints of civilisation. To be alone in wild, lonely places was for the Romantics to be near to heaven.This is obvious in Beethovenââ¬â¢s works, particularly Moonlight Sonata, which is known to be a musical delineation of the night sky. Nature was described by the Romantics as innocent and virtuous, an entity that could not be tainted by the wrongs of humanity. In this way, Beethoven depicts the morality of nature through his delicate harmonies and the employment of adagio, creating a tone of gentleness. The composer uses the musical techniques of dolce and legato to pacify his audience.The Romantic idea that nature was a moral force and guideline was used by Beethoven to criticise the French Revolution. Beethovenââ¬â¢s 5th piano concerto, known as The Emperor, was a political statement inspired by the ideas of justice and freedom as a result of his disillusionment with Napoleon. The idea of liberation and independence was central to Romantic ideals, a notion which came about as a response to middle and lower-class oppression and societyââ¬â¢s hindrance of self-expression.Through their interpretations, whether they literary or musical, Romantics found within nature a means of expressing themselves. The universe was seen as mysterious, ruled by hidden, dark and supernatural forces. This is evident in the prevalence of references to the Exotic and Gothic in Romantic texts. Keatsââ¬â¢ La Belle Dame Sans Merci tells of a woman of supernatural beauty, describing her as ââ¬Å"a faeryââ¬â¢s childâ⬠implying the seductress is other-worldly. This fascination with the Exotic was a response to the novelty of international exploration.Romantics had an obsession with other cultures different either in time or distance: the old and the primitive (Keatsââ¬â¢ Ode on a Grecian Urn a perfect example of how the ancient influenced Romantic texts through his frequent references to ancient Greece as he describes ââ¬Å"Tempe or the dales of Arcady? â⠬ ), Oriental, alien, vanished or Gothic. Following naturally from the Romantic interest with the old and exotic was an attraction to the supernatural and bizarre as seen in Gothicism. Gothicism was the preoccupation with the supernatural, influenced by a desire to defy the God-fearing Catholic Church.Examples of its relevance in Romantic texts can be seen in Bronteââ¬â¢s Wuthering Heights and Bryantââ¬â¢s Thanatopsis. Bronte writes of ââ¬Å"spectresâ⬠whilst Bryant writes of ââ¬Å"His favourite phantomâ⬠portraying the Romantic predilection to the paranormal. The complex concepts of self and imagination are analysed by the ideologues of the Romantic era through their subversion of the conventional measures of behaviour and their defiance against the traditional notions of the Enlightenment. These ideas formed the basis of the Romantic period and hence dominate Romantic texts.
